International Forum on Quality & Safety in Healthcare
Experience Days
This interactive and energising day will give a detailed and inside view of the French healthcare system, and more specifically explore the relationship between its organisation and financing, and the quality of healthcare and patient safety. The day will progress fresh thinking in quality and safety improvement:
- Enabling international visitors to actively learn from the world-class examples of the French healthcare system
- Providing
French healthcare professionals with an interactive opportunity to
learn from the wider global community, and to inspire fresh thinking
around local initiatives
Please note that this day will take place at the Georges Pompidou
European Hospital and not the main Forum venue, Le Palais des Congres.
The
day will start at 09:30 at the Georges Pompidou European Hospital with a
presentation of the healthcare system of France and an insightful
overview of the national quality and safety programmes. From there,
delegates will move to various healthcare sites in Paris to deep-dive
specific issues, bringing together local and international perspectives.
The day will also include tours and demonstrations of local healthcare
facilities. Delegates will return to the Forum venue in time for the
Forum Welcome Reception.
All sessions will be presented in English.

Experience 1
Surgical and medical intensive care
Hosted by: Georges Pompidou European Hospital surgical and medical intensive care departments
This
session will give a detailed and inside view of the organisations of
the following two departments, including their management of
emergencies, particularly polytrauma.
- Surgical intensive care department – presented by Pr Journois
- Medical intensive care department – presented by Pr Fagon and Dr Faisy
The patient safety programme of the intensive care department will be
presented, including the organisation of morbidity and mortality
meetings.
Experience 2
Evaluation and prevention of drug errors
Hosted by: Georges Pompidou European Hospital Pharmacy Department
This
session will have a broad focus on the organisation of drug delivery in
the hospital including prescribing, dispensing and administration of
drugs. A special focus will be on evaluation and prevention of drug
administration errors.
In the hospital, prescriptions are written
by physicians, using the same computerised physician order entry system
in every case (DxCare®). The hospital pharmacy then validates
prescriptions and delivers the prescribed drugs to each unit on a
unit-dose basis. If necessary, the nurses obtain the drugs from secure
cabinets available in each unit (using Omnicell®). You will visit the
pharmacy department to view these processes, followed by a visit to a
clinical ward: either the cardiology or immunology department.

Experience 3
Safety in cardiology
Hosted by: Georges Pompidou European Hospital Department of Cardiology
The
department of cardiology comprises of wards specialising in cardiology,
hypertension, vascular diseases and prevention of cardiovascular
diseases. During the afternoon, the team of health professionals from
the cardiology department will present the efforts they are taking to
deliver best clinical care which is safe and meets the highest quality
standards.
An insight into several areas will be covered including:
- The management of congenital cardiopathies in adults
- The management of cardiac arrest
- The specialty unit for the management of thoracic pain in emergency
- The management of hypertension and the prevention of cardiovascular diseases.
Experience 4
Clinical research and information systems for improvement

Part a) Department of clinical research; Gilles Chatellier; Dr Pierre Durieux
The
hospital comprises a whole department of clinical research responsible
for the design and management of all clinical studies, including those
focused on quality improvement and patient safety. The work of the
department is financed by national or regional research programs. The
organisation of this department and its links with the clinical
departments within the hospital will be presented, including the
financial and ethical aspects. This visit will be an opportunity to
discuss the organisation of clinical research in France as it relates to
safety and improvement.
Part b) Department of information systems; Pr Patrice Degoulet
The
hospital information system integrates an electronic health record
(EHR) (DxCare®, MEDASYS) with a computerised physician order entry
(CPOE). The electronic health record currently collates orders and
results of clinical tests and imaging procedures.
The electronic
health record is at the centre of care delivery. It is integrated with
other applications to allow the circulation of information among wards,
laboratories, and the pharmacy. We will discuss how this system can be
used to evaluate and improve the quality of care.

Patient engagement

Part a) Radiotherapy department; Catherine Durdux
The
organisation of the radiotherapy department will be presented.
Presentations of patient safety programmes actually running in this
department will be discussed, including safety rounds, disclosure of
errors and process oriented quality systems
Part b) Unit for patient rights; Jean Wils; Tim Greacen
This
unit is unique in France and has existed since the opening of the
hospital. The unit is responsible for all the problems encountered by
patients in the hospital including complaints and law suits. A specific
link exists with several patient associations who are present in the
hospital to inform patients and develop preventive actions.
Experience 6
Long term care and rehabilitation
Hosted by: Corentin Celton Hospital
Corentin
Celton Hospital is a long term care and rehabilitation hospital which
has been recently to include a unique walk area designed to improve
rehabilitation of older people.
A Snoezelen (or controlled multisensory environment)
has also been implemented for patients with Alzheimer disease. This
specially designed sensory physical environment, together with the input
of the ‘enabling practitioner’, initiates changes in arousal by
affecting the relaxation process and by reducing anxiety and pain. It
aims to maximise a person's potential to focus on their own free will
and to engage with motivational stimuli to improve communication and
functioning. This afternoon will enable the visitors to learn how these
techniques are improving care for the ageing population.
Experience 7
Improving cancer and palliative care
Hosted by: Ariane Cancer Centre, Paris
This afternoon will give delegates an insight into improvement initiatives in cancer and palliative care.
Part a) The Ariane Cancer Project; Pr François Goldwasser
The
Ariane Project aims to improve quality of care as well as the
cost-effectiveness of cancer care. Ariane is a pluridisciplinary team
formed in response to patient increased complexity.
Ariane is dedicated to the initial evaluation of patients needs (as required in the National Cancer Plan) and the evaluation of therapeutic risks to guide the trajectory of cancer patients. The coordinating nurse facilitates the daily follow up of patients, their access to clinical research and to complementary treatments including: physical therapy, nutritionist, psychotherapy, and spiritual resources.
Part b) Integrated palliative care
The
Hospital based Palliative Care team is integrated into this
collaborative model, as the fourth pillar of comprehensive cancer care
(along with oncologist, surgeon, and radiation therapist). This
integration is mainly based on the weekly onco-palliative meeting and on
early intervention of PC team.

Telemedicine for improvement

A
telecommunication programme providing clinical health care from a
distance between the two hospitals will be presented, including how this
is improving the quality of patient care.

Simulation and virtual learning for improvement
Hosted by: Cochin Hospital Simulation Centre
iLUMENS
is a University Medical Teaching Laboratory at the University of
Paris-Descartes and its School of Medicine. It is focused on digital
technologies, simulations, multidisciplinary and targeting training, and
specialised training and continuing education.
The aim of the
laboratory is to meet healthcare professional’s growing demand for
virtual learning. It also participates in the effort to improve the
quality and the safety of healthcare through the use of the new digital
technologies and simulations. Such innovative and structured learning
approaches are already widely developed, particularly in medical schools
of North America and Scandinavian countries.
