Q includes a participatory grant funding programme, Q Exchange and Q Labs, bringing people together to make progress on complex challenges. We also generate insight through the community on key issues.<\/p><br><p>Penny previously led the Foundation\u2019s work on patient safety; improving flow, leadership development and achieving change through networks. She\u2019s co-author of the Foundation\u2019s reports on the challenge and potential of whole system flow and on developing learning health systems in the UK.<\/p><br><p>Before joining the Health Foundation, Penny was the Director of Strategy and Service Improvement at a hospital in East London.
