Dr. Lui is a Clinical Professional Consultant, Division of Health System, Policy and Management, The Jockey Club School of Public Health and Primary Care, The Chinese University of Hong Kong. He is also a Honorary Consultant (Quality and Safety) of New Territories East Cluster, Hospital Authority, Hong Kong. Dr Lui was appointed as Service Director (Informatics Technology) for New Territories East Cluster in 2001, and as Service Director (Quality and Risk Management) in 2002. Dr. Lui was deeply involved with the management of SARS outbreak in 2003. In April 2007, Dr Lui was appointed Consultant (Quality and Risk Management) of the Hospital Authority and was the Chairman of HA Central Committee for Quality and Safety and Chairman of HA Central Committee for Patient Relations and Engagement. He has contributed significantly to the application of Information Technology in the development of clinical informatics systems and also on Quality and Safety practice for Hospital Authority. He has developed and implemented many risk reduction, quality programs and patient relations programs for the Hospital Authority, including the development of Clinical IT systems, Incident reporting, sentinel event reporting, 2D-barcode for correct patient identification and medication safety programs. Dr. Lui retired from Hospital Authority in February 2012 and re-joined Chinese University of Hong Kong with a role in teaching in Master degree course in Health Service Management and Public Health as well as undergraduate teaching and consultancy work in Healthcare Management.
