Katrina Estacio

Katrina Estacio, MD, MPH is a public health professional and program design leader whose career bridges clinical medicine, health systems, and community-centered program design. Over more than 15 years, she has worked across government, multilateral, and academic settings — from the Philippines Department of Health and UNICEF to Médecins Sans Frontières and the New York City Health Department — always with a focus on making health systems more equitable, accountable, and responsive to the people they serve.
At the NYC Health Department, Katrina spearheaded the development of Quality-Based Financing (QBF) for HIV prevention. The model, co-developed with community advisory boards and providers, redefines quality measurement by linking funding to equity, client experience, and outcomes rather than volume. The team’s work on QBF is the subject of a forthcoming publication in the Journal of the International AIDS Society and has been recently presented at the 18th Annual Conference on the Science of Dissemination and Implementation (D&I), co-hosted by the National Institutes of Health (NIH) and AcademyHealth.
Now based in the Netherlands and affiliated with Hunter College, City University of New York, Katrina brings a combination of clinical training, implementation science, and health financing expertise. Known for her strategic thinking and human-centered approach, she is passionate about transforming ideas into actionable solutions and working alongside others to create lasting impact.
