This presentation will explore the evolution of the concept of “quality “ in health care over four decades. Four overlapping phases have developed: 1. Quality as projects, 2. Quality as total systemic improvement led by authentic patient-centeredness. 3. Quality as participation in solving collective action problems, and 4. Quality as joining in political leadership for change. What are the proper and needed roles of individuals and health care institutions in each phase?
