A combined kidney and liver transplant recipient (2018) and a retired lawyer, Bill Wang drives systemic improvements in healthcare safety, quality, and patient-centered outcomes through lived experience and legal governance expertise.  


As Immediate Past Chair of ISN’s Patient Liaison Advisory Group, Bill embeds patient voices in WHO-aligned policies to close care gaps and accelerate patient-centered clinical practices globally.  In Hong Kong, he sits on various governance committees overseeing care quality and patient safety issues in the city’s public healthcare system.


Bill’s advocacy work focuses on:  


• Patient safety culture and practice: speak-up and team-up 

• PRO integration: Championing patient-reported outcomes (e.g., fatigue reduction, life participation) as clinical endpoints  

• Co-design partnerships: Prototyping care solutions bypatients, clinicians, and other professionals.

Dr Lui retired from the Hospital Authority in 2012 (Consultant for Quality and Safety) and as a Clinical Professional Consultant, Chinese University of Hong Kong School of Public Health and Primary Care in 2019. Currently he is a Honorary Professor of the Chinese University of Hong Kong School of Public Health and Primary Care and a Honorary Consultant of Prince of Wales Hospital (Quality and Safety). Recently, Dr Lui was a member of a Review Committee on the Management of the Public Hospital System and chaired an Expert Advisory Group on Quality and Safety for the Hospital Authority. Dr Kwang Yeong How is a consultant colorectal surgeon and director of Endoscopy Centre and Perioperative Care Service in Tan Tock Seng Hospital, Singapore. On top of his clinical work, Dr How is a strong advocate for quality improvement and value based care. He played a key role in establishing the ERAS® program in his hospital and is the surgical lead of value based care at the National Healthcare Group. He is involved actively in ERAS® implementation in Asia Pacific and is also currently the Treasurer of ERAS® Society

Jancirani Annamalai have started her journey as an Enrolled Nurse in IMH since 2001. At present holding a position of Covering Deputy Director of Nursing at the Institute of Mental Health, Singapore.


Janci holds Master of Advanced Practice (Clinical Leadership) from Curtin University.


With over 22 years of experience in psychiatric nursing, Janci has led various initiatives, including suicide prevention and nursing clinical practice efforts.


At present, Janci is holding the role of Co-lead of Suicide Prevention Workgroup. She has collaborated on projects aimed at improving patient safety and quality care across psychiatric settings. She involved in the evaluation of anti-ligature products and fixtures in the refurbished wards.


Since the formation of Nursing Clinical Practice Council in 2017, she has actively reviewed nursing work instructions as well as developing and embarking on nursing clinical practice projects. At present she is holding the role of an advisor of the council
